What we mean by OS

A tool only matters if it supports a real decision, handoff, or responsibility. Technology follows the work.
AI can help retrieve and organize information. It does not replace clinical judgment, supervision, or ownership.
Drafts are labeled as drafts. Internal tools prove their value before they are treated as production systems.
